Nelle scorse settimane il consulente assunto dall’Unione Europea, Dr. Anton Olivier, ha condotto un monitoraggio dei risultati del progetto “Inclusive Urban Development and Mobility Action” a Koboko ed è rimasto impressionato dai progressi raggiunti fino ad ora.

Il Dr. Anton è stato a Koboko per 10 giorni per monitorare e fornire un parere indipendente sul progetto in base ai criteri stabiliti dall’Unione Europea. Ha visitato oltre 30 siti di progetto, principalmente riguardanti la costruzione di infrastrutture per scuole e strutture sanitarie nel distretto di Koboko.

Dopo la visita, è stato fatto il punto su quanto visto sul campo in una riunione presso la sala del Consiglio Comunale di Koboko.

Il Dr. Anton ha particolarmente elogiato l’unità tra rifugiati e comunità locale di accoglienza dimostrata nell’attuazione del progetto. Ha anche appurato la rilevanza del progetto ed il bisogno che c’era ed è tuttora enorme per queste infrastrutture, oltre a constatare l’evidente efficienza e sostenibilità delle implementazioni.

“Sono stupito dal coordinamento di questo progetto, dovrebbe essere un modello per gli altri, penso che il comune di Koboko stia facendo un buon lavoro, con l’ottimo supporto di ACAV” ha detto Anton.

Il responsabile dei programmi di ACAV e project manager Bongo Patrick Namisi ha affermato che questo progetto è davvero unico. Ha detto che come implementatori, hanno imparato tantissimo dal progetto pilota e sperano di applicare questa conoscenza nei progetti successivi.

“Questo progetto ha presentato molte opportunità di apprendimento per noi come ACAV, e dove sarà replicato o potenziato, le risorse necessarie sono già state testate, provate e hanno avuto grandi risultati” ha detto Namisi.

Nel frattempo, il vicesindaco di Koboko Ajonye Florence ha ringraziato l’Unione Europea per aver dato a Koboko l’opportunità di mostrare la sua capacità di gestire i progetti dei donatori e soprattutto di colmare le ampie lacune nell’erogazione dei servizi lasciate dal governo.

“Vi assicuro che ciò che l’UE ha fatto per noi in questo progetto, le infrastrutture realizzate in questi due anni, avrebbero richiesto al governo oltre 30 anni per essere realizzate. Ecco perché chiediamo ancora all’UE di tornare e finire ciò che ha iniziato, perché ci sono ancora grandi lacune che questo progetto non ha affrontato. Penso che una seconda opportunità di questa natura o anche più grande farebbe di Koboko un quartiere modello.”

For the past few weeks, the consultant hired by the European Union, Dr. Anton Olivier, has conducted a monitoring of the results of the “Inclusive Urban Development and Mobility Action” project in Koboko and has been impressed by the progress achieved so far.

Dr. Anton was in Koboko for 10 days to monitor and provide an independent opinion on the project based on criteria set by the European Union. He visited over 30 project sites, mainly related to the construction of infrastructure for schools and health facilities in the Koboko district.

After the visit, an update was made on what was seen on the ground in a meeting at the Koboko City Council hall.

Dr. Anton particularly praised the unity between refugees and the local host community demonstrated in the implementation of the project. He also ascertained the relevance of the project and the need that there was and still is enormous for these infrastructures, as well as noting the evident efficiency and sustainability of the implementations.

“I am amazed by the coordination of this project, it should be a model for others, I think the municipality of Koboko is doing a good job, with the great support of ACAV” said Anton.

ACAV program manager and Bongo project manager Patrick Namisi said this project is truly unique. He said that as implementers, they learned a lot from the pilot project and hope to apply this knowledge in subsequent projects.

“This project has presented many learning opportunities for us as ACAV, and where it will be replicated or augmented, the necessary resources have already been tested, proven and have had great results,” said Namisi.

Meanwhile, Koboko Deputy Mayor Ajonye Florence thanked the European Union for giving Koboko the opportunity to showcase its ability to manage donor projects and especially to close the large gaps in service delivery left by the government.

“I assure you that what the EU has done for us in this project, the infrastructure built in these two years, would have taken the government over 30 years to build. That’s why we still ask the EU to come back and finish what it started, because there are still big gaps that this project hasn’t addressed. I think a second chance of this nature or even greater would make Koboko a model neighborhood.”
